Background<\/strong><br \/>\nMFO Asian Credit Fund is dedicated to providing financial services to low-income individuals and small businesses. <\/p>\n<p>ACF Mission<br \/>\nACF&#8217;s mission is to improve the quality of life, well-being, and resilience of families and businesses, primarily in rural areas, through fast and convenient financial services.<br \/>\nACF Vision<br \/>\nTo be the preferred microfinance lender for households and micro businesses in Kazakhstan in their path to resilience to the shocks and their well-being.<br \/>\nCompany details can be found at https:\/\/asiancreditfund.com<br \/>\nACF seeks to enhance its operational efficiency, customer service, and data management by selecting and implementing a new Core Banking System (CBS) including the digital field applications. This TOR outlines the scope of consultancy services required for selecting an appropriate CBS.<\/p>\n<p><strong>2. Objectives<\/strong><br \/>\n&#8211; To assess the current operational and technical requirements of the MFO ACF LLC (ACF).<br \/>\n&#8211; To identify and evaluate suitable core banking systems.<br \/>\n&#8211; To recommend the most appropriate CBS based on the ACF needs.<br \/>\n&#8211; To provide a roadmap for the implementation of the selected CBS.<br \/>\n 3. Scope of Work<br \/>\nThe consulting company\/consultant will be required to undertake the following tasks:<\/p>\n<p>3.1 Needs Assessment<br \/>\n&#8211; Conduct a comprehensive analysis of the ACF current systems and processes.<br \/>\n&#8211; Identify gaps and inefficiencies in the current system.<br \/>\n&#8211; Conduct analysis the existing digital infrastructure in Kazakhstan and identify the future needs for CBS functionalities<br \/>\n&#8211; Engage with key stakeholders to understand their requirements and expectations.<br \/>\n-Prepare and sent out the RFP for the CBS providers\u2019 proposal collection. <\/p>\n<p>3.2 Market Research<br \/>\n&#8211; Identify potential core banking systems available in the market.<br \/>\n&#8211; Evaluate the features, functionalities, and scalability of each system.<br \/>\n&#8211; Assess the compatibility of each system with the ACF existing infrastructure.<\/p>\n<p>3.3 Evaluation Criteria Development<br \/>\n&#8211; Develop criteria for evaluating the potential core banking systems. Criteria may include cost, scalability, user-friendliness, support and maintenance, security, and compliance with regulatory requirements.<\/p>\n<p>3.4 System Evaluation<br \/>\n&#8211; Perform a detailed evaluation of shortlisted systems based on the developed criteria.<br \/>\n&#8211; Conduct demonstrations and proof-of-concept tests as needed.<br \/>\n&#8211; Obtain feedback from key stakeholders on the shortlisted systems.<\/p>\n<p> 3.5 Recommendation<br \/>\n&#8211; Provide a comprehensive report with recommendations on whether to continue with the current system with integrated third-party front ends, upgrade the current system or adopt a new CBS. Outline the pros and cons of each option, including cost-benefit analysis.<br \/>\n-Provide a detailed report on the findings of the system evaluation.<br \/>\n&#8211; Recommend the most suitable core banking system for the ACF.<br \/>\n&#8211; Present the recommendation to the ACF management team and to the ACF Supervisory Board.<\/p>\n<p>3.6 Implementation Roadmap<br \/>\n&#8211; Develop a high-level implementation plan for the selected CBS.<br \/>\n&#8211; Outline the steps required for a smooth transition from the current system to the new system.<br \/>\n&#8211; Identify potential risks and mitigation strategies.<\/p>\n<p><strong>4. Deliverables with the timelines from the start of the project <\/strong><br \/>\n&#8211; Needs Assessment Report \u2013 by the end of 2nd week<br \/>\n&#8211; Market Research Report \u2013 by 2nd week<br \/>\n&#8211; Creation of RFP \u2013 by 3rd week<br \/>\n&#8211; Collection of RFP proposals \u2013 by 7th week (4 weeks for collection)<br \/>\n&#8211; Evaluation Criteria \u2013 by 3rd week<br \/>\n&#8211; RFP Proposals review and Evaluation Report \u2013 by 12th week (5 weeks for the review)<br \/>\n&#8211; Final Recommendation Report \u2013 by 13th week (6 weeks for the work)<br \/>\n&#8211; Implementation Roadmap[ All the reports are expected to be in English and Russian ] &#8211; by 14th  week <\/p>\n<p> <strong>5. Duration<\/strong><br \/>\nThe consultancy is expected to be completed within 4 months from the contract commencement date.<\/p>\n<p><strong>6.  Qualifications and Experience<\/strong><br \/>\nThe consultant should possess the following qualifications and experience:<br \/>\n&#8211; Proven experience in evaluating and selecting core banking systems.<br \/>\n&#8211; Knowledge of the microfinance sector and its unique requirements.<br \/>\n&#8211; Strong analytical and problem-solving skills.<br \/>\n&#8211; Excellent communication and stakeholder engagement skills.<br \/>\n&#8211; Experience in project management and implementation planning.<br \/>\n&#8211; Russian and English language skills are required <\/p>\n<p><strong>7. Evaluation of Proposals<\/strong><br \/>\nProposals will be evaluated based on the following criteria:<br \/>\n&#8211; Understanding of the MFI\u2019s requirements.<br \/>\n&#8211; Approach and methodology.<br \/>\n&#8211; Relevant experience and qualifications.<br \/>\n&#8211; Proposed timeline and work plan.<br \/>\n&#8211; Cost-effectiveness.<\/p>\n<p><strong>9. Confidentiality<\/strong><br \/>\nThe consulting companies \/consultants must maintain the confidentiality of all data and information received from the ACF.
